Thanks! I'll take your word for it but man the label just looks so cheaply made.It looks like it was printed off of a run of the mill computer printer.It also doesn't have that nice gloss to the label like all my other boards do.That's why I thought it was a repro.
I can 2nd Mitsurugi-w on this. I bought an NOS MM2 kit long ago (this one:
https://arcadeshock.com/products/megaman-2-cps2-kit). Entire artset, including cart label was that same quality (non-gloss. Not garbage, but not super nice). Also bought an NOS USA Progear kit and the same situation there on the art. It's underwhelming, but I think so late in the life of CPS2, Capcom USA just had scraps to work with (even cart cases were obviously not brand new).
Of course,now the hunt is on for something else,something I really don't think I will find....the Rockman 1 and 2 yellow boards.I know a few people on the Neo Geo forums who have them,but they probably paid waaaaay more than I paid for this board and I'm sure none of these people will ever sell them anyway.Oh well,who knows.I'm just happy I was able to get this board.
Yellow Rockman 2's pop up here and there on Yahoo Japan Auctions (this one sold in Aug.

In another thread you mentioned looking for marquees for all these. Here's the breakdown:
Megaman: Power Battle - Full legit marquee (released with CPS1 kit. Doubtful anything ever made for CPS2 location tests in USA).
Megaman 2: Power Fighters - Repro-looking (like your cart label) paper marquee. Not entirely exciting to look at. You could probably cobble together something yourself in PhotoShop using assets you found on the web that are more impressive.
Rockman: Power Battle - Typical Japanese artset (2x small rectangle art pieces and long move strip stickers).
Rockman 2: Power Fighters - Typical Japanese artset (2x small rectangle art pieces and long move strip stickers).
