When you are inside the building (or underground or whatever, at the end of the first stage) do the lights randomly turn off? Is that part of the game? I fired up the board I recently bought and have that issue. Makes it nearly impossible to play as you can't see. Then the lights come back on. Then they flicker out again. Is that supposed to be happening?
 
Get the mame version and see what it does. If it's getting so dark that you can't see ANYTHING maybe your monitor is not bright enough. I vaguely remember this happening but I haven't played the game in forever... either way I don't think it should be PITCH BLACK.

I know it takes a long time to download 8 megs in Minnesota, but come on. :) It's a quicker solution to your question, and it's a good tool to have around to compare quirky PCB behavior to.
 
I dont recall being underground for any part of the 1st stage The 2nd stage is the Subway, so its possible the lights flicker.

Must be the second stage then. It could be that my monitor is too dark, but Double Dragon looks great at the same settings on this monitor. I forgot that FF is a 3 player game. Do any 3 player dedicated cabs exist?

In my experience, different PCBs quite often need tweaking after swapping. Hold, brightness, color drive etc. Just cause DD looks good doesn't mean FF will without tweaks.

I'm assuming the game interface (health bars, character name etc) stay visible when the "lights turn out".

I dont think it was a 3 player simul game, you just had the choice to choose from 3 characters. I could be wrong on that though. I have never seen a 3P cab, and all screen shots I have seen only show 2P as options?

I believe the sequence that I am referring to happened on a subway car, much like many of your $10 Tranny encounters.
 
I just watched level 2 (subway) and it too didn't have flickering lights nor did they go out.

I like how you made no mention to deny the $10 tranny encounters. Almost like they were no big deal, just par for the course.

I like your style.

JOW is correct 2 players, choice from 3 characters that play differently.
