I have a wooden control panel that I need to fill existing holes and relocate new holes.

Wood filler? Bondo?

Another thought I had was using slugs from new button holes then bondo??

Use a dowel or cut a plug thats close with a hole saw, or rough trim from a square, by hand, till it fits nice, slather with a good wood glue, epoxy, or similar. Trim flush, patch with bondo/filler, and prep as usual.

Some may say just block it and fill with bondo, but I prefer to fix wood with wood, first, then patch.

^This. Using wood plugs and wood glue is proper way to fill holes on a wood cp.
Finish them off with bondo.

It bears mentioning: do not hammer the plug in if it's too tight. Best to sand/trim it till it just fits nice and snug. Once coated with glue/epoxy it will go in even easier and create a great bond that will last.

I think I used a 1-1/4" hole saw to cut out the plugs for mine. They were a perfect fit for the 1-1/8" holes (I guess the hole-saw was 1/16" steel :) )
cheers

Hardware stores carry various sizes of rod material and you just need to cut it to length.
If I can't find the right size then I get the closest size, then enlarge the hole to fit the rod.
