Get Sinistar. "We used to play it but then it died and we haven't messed with it."

Replace power supply fuses with known good; two wrapped in foil and 4 of 5 were wrong AMP. Replace fried BR2. Reflow/clean headers.

Test voltages at main PCB - good now.

Multiple RAM errors. Replace all RAM since I have them on hand.

Now rug pattern repeating.

Turn attention to ROM board. WTF? (see pic)

Put #5 and #10 ROMs back where they go - boots properly!

I kind of like these kinds of grabs. It's like archeology figuring out what people did that they won't admit to. Glad it's working!
 
I ran into something similar on a robot that I picked up from a school. One student must have removed all the chips and another random student must have just plugged them i wherever they fit. Most were in the wrong spots and a couple were backwards...
