Yes you need to change the roms for it to be in English

That is if this is a re-import game.

If it is originally a USA game, then simply pull out the batteries with the power off. Now wait about ten minutes for power supply capacitors to discharge. Now turn on the power switch. Everything should be back to factory defaults (including English language). Be sure to re-install fresh batteries and reprogram the machine's settings to your liking.
 
thanks im looking to buy this machine it still has the faulty flash lights hooked up
the ones that would short out the board
 
I wouldn't let that stop me - there are folks who will retro-fit their later units to add those flashers back in.

Mine is an early model (clear lamps at the back of the playfield, and the clear dome up top), and I much prefer it over the later models.

Pick up some large heat shrink tubing, and use it around the sockets of the flashers all around that area. You can also put heat shrink over the tabs where the wires connect to the socket. I believe I then used a bit of velcro to pad between them and the switches in the area (not visible during play), and I've had zero issues.

In summary - there are cheap, easy ways to make those flashers reliable, and keep them from shorting to the switch matrix.
