Eygo (Wei-Ya) VGA Monitor - Screen Syncing

I have a Eygo (Wei-Ya) 19" Arcade VGA monitor and have been reading it should run at 640x480 (not sure of color depth or refresh rate). However, when I hook-up a PC with Windows XP I cannot get it to sync once the Windows desktop appears. I dumbed down the resolution to 640x480 (60Hz, 8-bit and 16-bit), but still cannot get it to sync. The Windows start-up screen is fine, just not the Windows desktop. What am I missing?

I believe this may be the 1620 chassis and it matches the chassis shown in the following threads. Anyone have the manual?

As an update, I hooked-up this monitor up to my iCade 60-in-1 PCB (from 2008, changed DIP #2 to On <31Khz>) and the picture was perfectly stable the entire time. In fact, I was able to do all of the adjustments to get the picture looking pretty nice (the first time this monitor has worked while in my possession).

That proves the monitor is fine and it is a computer output video signal issue.

I would still really like a copy of the manual and to confirm the exact model number, since both of those are still a mystery. :(
