It would have to be a labor of love, as the Exidy titles are all fairly rare. I couldn't imagine a multi-kit selling all that well.

Exidy titles tend to be ROM intensive, IIRC the Exidy 440 project had around 400 ROMs. There is no way to amortize that development and layout work over such a small pool of ownership.
I'd buy one in a heartbeat.
But I agree that Exidy games are not that popular...they should be, though, as they really are fun games overall.
For now I guess I have to settle for owning the boardsets and swapping when suits my fancy...
There are at least the freeplay ROMs that were put out by another KLOVr (DogP) awhile back...I burned them and put them on all of my boardsets (Venture, Mouse Trap, and PII), and they worked great:

Pepper II allows you to set the dip switches for free play, no?
It isn't that they are unpopular, they are quite popular and quite a few collectors focus on them (notice how much many of them sell for).
It is that there just isn't all that many of them out there, they have a very high pull rate among collectors and most of them are already in collector's hands and look how few of them are registered on vaps. Sure I know vaps isn't every machine in the world, but it is a great survey on what titles are most common among collectors and there aren't even 100 registered copies combined of the games that run on the Pepper II type hardware.
Complicating the issue is that many of the people that DO have them tend to have multiple Exidy titles.
There may be other revisions but the version in mame doesn't have a freeplay dip.
