Evan's Saddle Turf, ever seen one before?

Saw this on an op raid this past weekend. Anyone ever see one before? I've never seen or heard of it before, but I admit, I don't know pre-monitor arcade games very well at all. I have to think it's some sort of gambling game. So what is it?

They call this a "Flasher Pay Out" game https://www.ipdb.org/machine.cgi?id=5302 There are variations of this game by other manufacturers too. While I haven't seen this particular title come to eBay, I have seen other versions.
