ESR Meter question: Open Circuit or Low capacitance

ESR Meter question: Open Circuit or Low capacitance

I am using an Atlas ESR70 Meter (The Purple meter).
It works just great for a capacitor out of circuit.

But when measuring a cap in circuit about 60-75% of the time it
doesn't give a value but shows: Open circuit or low capacitance
Doesn't even show the ESR value.
Does this mean I need to desolder one end of the cap and then test it?

Is this pretty normal, are there any ESR meters that will still show the value
pretty much 95+% of the time? Maybe I bought the wrong one?

Thoughts?
 
I was told that the bob parker blue esr meters are better at measuring in circuit. I don't have one personally, but the badcaps forums members tend to like 'em

I think I'll order one of those also then. Plus it should be fun to put together!
