EM201 no neck glow

Picked up a cabinet for $100 and it has an EM201 monitor. Initially when I turned it on you could hear it turn on but then go off, I thought HV shut down. I took off the chassis and noticed the large filter capacitor had a bad solder joint so I touched it up and put back into the cabinet. Now when I turn it on, I can hear the monitor on but there is no neck glow. Not 100% sure where to check the power on this chassis but when I checked at the big white resistor there is not power showing, both fuses are good on the board. Bad voltage regulator? or HOT ?
 
So I had another quick look at it and realized that there is power getting to the monitor but there is no power when tested at the white resistor or the out put regulator. The noise I was hearing which I thought was the monitor is coming from the transformer.
 
Problem solved. The big white 2.2 ohm 7watt resistor was open, the previous owner plugged the monitor into power without going through the isolation transformer. Dropped in a new resistor and the monitor works.
