EM Pinball powers up with ball in shooter lane

Anyone out there ever worked on an EM Pinball where the game immediately ejects a ball into the shooter lane on power-up? I'm working on a 1968 Gottlieb Paul Bunyan that does that, and other strange things. The game plays, counts balls, but never reaches game over, just continues playing the 5th ball. The lights work, playfield parts work, scoring reels work, coin door switches are in good shape. If anyone has any insight, I would appreciate the help.
 
does it have the disc in the back for the ball count? is it properly aligned and is the contact worn? I had to add some solder to build up a worn out contact (the worn groove through the center of the contact) on a 1962 gottlieb.
 
It has a stepper unit, which I have cleaned and adjusted. I will check for worn contacts tonight, thanks.
