EDOT Panning Sound Boot Issues

I have a spare MCR Panning board that I had CDJump rebuild and it will not boot the sound board without hitting the reset button in my EDOT. I have my scope on pin 26 of the Z80 and I see the reset every time and my primary Panning board looks identical on the scope. I have swapped CPU, 8910s, and tested the 7407 and everything is good. All have new sockets.

My 5 volts coming out of the 90412 is 4.8 and I cannot adjust it at all as it does not change when the board is plugged in. The 12 volt side adjusts. With the board unplugged it will adjust. The 5 volt rail on the Panning board is getting 4.6 volts and the reset pin is 4.7. If I power off the game and turn it on within 30 seconds it boots fine.

Looking for suggestions on what to look at next.

To be clear, your spare does not work but the primary works fine?
 
And the 5v out of the 90412 adjust fine with the primary board in?
 
Well if rebuild the PS 90412. I bet the voltage regulators are toast. APAR sells a kit that does a great job of refreshing these PS.
 
The previous owner of the game rebuilt the 90412 and suitcase caps. This morning I pulled my 90412 from my Tron and I know it adjusts the 5v and put in EDOT and same issue. I get 4.9 at the 90412 and 4.8 at the Panning board and no adjustments on 5v. I put the 90412 from EDOT in Tron and it adjusts the 5v. I pulled the suitcase out to test the diodes as I had a previous Tron game that once under load it could not hold the 5v. All four diodes tested fine.

I am thinking about taking an Arduino and a relay and just resetting the circuit after 5 seconds of being powered on. I know this is not the right step but this is frustrating as everything looks right.
 
Thanks to @CudaSales I was able to borrow a EDOT board set and the panning board worked just fine with his boards. Now I am at complete loss why it does not work with my boards as the original panning has no issues.

If anyone is interested in buying the board I would let it go for $450.
