Can a person rebid on an item after they have retracted a bid.
I was watching an item, someone placed a bid on it. I made a bid on it and was the highest bidder. Then they rebid and out bid me. I then place another bid that outbid the other person. He then place another bid to outbid me, then they retracted that bid because they put the wrong amount. Now they know what my high bid is, can they now rebid on this item
and outbid me?

Yes and get ready to be taken to your max. I would retract my bid if that happened to me. If it is something rare or you are fine paying the price then let it ride. That sucks, good luck.

Allmost sound like someone bidding you up. Might be the seller or someone they know trying to get your bid closed to what they want. Now that they know your bid they might bid just under that before the auction ends.

Just cancel yours, and pay attention to what there previous highest bid was. Play the same game. probably the seller bidding you up.

Then rebid whatever you are willing to pay toward the end of the auction.

That is why when you want something, you determine your highest amount you are willing to pay for it. Then watch item until about 7 seconds left and then place your highest bid. Any bidding beforehand adds unnecessary increases.

The only time you would want to place a bid a while before it ends is to deter others from bidding. Say you want said item and don't want others interested. You would place the bid so they loose interest because they see someone else wants it and will raise the price, meaning they will not get it cheap and move on.

Just what I learned in the 12 years on there.

sometimes people will yank a add if there is no action,,I bid like a 1/4 of what its worth then set my snipe bid and let it roll.

If it is something I am interested in I will place enough of a bid to get the auction going and then watch. If the bid goes higher than I am willing to pay I let it go. If not I wait until the last 2 seconds and drop my real bid, if someone outbids me then they wanted it more than me.
