Dragon ball Z 2 superfighters issues and question

So i got this DBZ pcb on ebay advertised as "fully working". It has graphical lines and the audio is a high pitch frequency noise but no audible sound effects. I have reseated all socketed roms and cleaned off the board(gently and properly). The graphical lines got better....but still slightly there. Still no audio. Im guessing audio prob needs a recap as the voltage is also a bit low...4.74-4.81v.

Heres my question...the seller is paying for me to return it. I really want the game though. I paid 130 shipped. Is this something that can be easilly fixed? Or should i say hell with it, return it, and find another one? Heres some photos of the graphics:

No kidding. Maybe its just the board that's problematic. It looks like a real hack job in a lot of places but I believe it was made that way originally.
