Dr Mario Nintendo picked up a few hours ago for free...zero power...help!!

hi, just got this from a buddy who has promised it to me for the last 2 years issue was it was in the break room of the Miami International Airport and security is hard t get in there to get it...well we made time today to finally go pick it up. When i got there it was unplugged and I didnt care as i was amazed how clean it was as they are usually trashed being on route and this was there for the last 15 years. there was over $300 in quarters and dollars in it but he hasnt been back to service it or collect the $$ in 2 plus years due to the hassle of security. NOW ITS MINE and i will eventually restore it to perfection....although a good cleaning is all it really needs and some touch ups. First question..NO POWER! i have a high end multi meter and have goneonline and tried to find post about power and cant really find anything for one that is simply not getting any power for me to go off to test what and where AND HOW. The fuse is good (meter test) and the wall outlet is good (plugged something else in it) So can someone please explain to me how to test it all from the plug on. also i assume this started as a popeye, but it has the new VS. Tags on it with serial numer and official nintendo conversion sticker on the back but this control panel is all metal and there is a decent gap from te bottom of the wood where the bezel is held to the panel...i recall all my other CP being wood...was a new metal panel included in the kit and replaced the original or is this a custom made panel. Its really nice and clean but not perfect so ill redo that later also....just wanna play it for a while before the restore...so please any help!!!

pretty sure it was a popeye as the instuctions on the inside back door for the monitor has the popeye code.....but if it was a popeye i know that power supply is different (ive had a few and dont recall if the popeye power supply will run the other games or if it was the other way around...but remember it took me a while to find a popeye power supple once for a de conversion restoration i did)...but i also dont recall if popeye was a kit so its possible it was a DK then popeye then .VS...but that wasnt my question...can you help with the power issue?

First thing to fix is that crazy hack job where someone just twisted the power cable wires together!

After that check the output on your power supply and fuses. Hopefully nothing was shorted and fried that is insane.
 
those are wires from the bill collector the operator added....who knows why threy didnt wrap them but again that is common knowledgeto fix...... Im asking how to test and where.
