Double Image on WG K4000 series monitor

I am using an Atari cocktail with a JROK Mylstar Qbert board. The monitor needed some adjustment, but it will not give me one image. It will give me 2 very good images. Nothing on the pots seems to adjust them out. It probably is a K4600.....not totally sure, but it is a WG 13" out of a 1983 Millipede cocktail. It has a Horizontal Width Coil, but I don't think that will fix my problem.
 
Turn off VGA mode with the jumper on the board.
 
I am an idiot......never changed it over on the board. The only issue that I see now is that the monitor has a very slight wave roll to it. Like someone is gently swirling a glass of water. It is very subtle, but you can see it. Capacitors?

if your hold pots don't affect it then yes caps and filter cap for sure and on a k4600 i would always do the black level pot and the C621 cap at a minimum. we have all the parts/kits and our kits hands down have the best quality longest lasting caps of any vendor in them. let me know if you need any help finding anything.
