Double Dragon ground bar replacement

The paper covered ground bar on my pcb is broken off in numerous places.
Why would they use something like this....does it act like a heat sink or something?
I haven't powered the board on yet and wanted to know if I can just conect the
ground points with 24ga wire or do I need something similar to that bar.

It is hard to picture from what you said.

Can you post a pic of the problem?

You can usually ground in a place or two but I really would like to see what you got before you do ANYTHING.
 
This paper covered bar is connected to the pcb in about a dozen places.
