Not necessarily - only if the Popeye is all original. I've seen a few Popeyes with the newer Nintendo power supplies in them too. Like someone took a Kong cab and converted it to Popeye.

DK would have the older power supply in it since it came out before Popeye.
Popeye also had a different harness that would need to be hacked for DK use.
