Found a broke pin on the 7F. I burned one and put it in the board still not fixed. To make sure the 7F chip is the problem, I just pulled the chip and fired it up, and got the same results. I suspect something down stream. Looks like the next chip downstream is LS299 at 8F. I was hoping someone might have experience with this problem (no difference if chip is in socket or removed from board) and could give some insight before I start shotgunning.
EDIT: Turns out I had 3 bad chips. Burned and replaced 7F fixed which got rid of the boxy images. Replaced both 2N and 2F proms which corrected my color issues.
