donkey kong jr. board issue-won't move up or down

I picked up some nintendo boards. I plugged the dk jr into my dk cab and it boots up, coins up, appears to work, but it won't go up or down.

What should I be looking at?

The pin outs would be a good start and verify they are the same. You can usually just ground the up and down to make certain it is not a board issue. Could be a issue with the controller but probably a pin out problem.

Ground pin 3 (up) and pin 4 (Down) of connector P5 on the CPU board. If it will not move when you apply the ground look at the 74LS240 @2P.

The inputs probably have a pull up resistor before the IC. Check those for damage. These will likely be resistor packs, not individual resistors.
 
I have now sold this board, so hopefully the new owner will take some of this advice.

If I did not mention it, I am testing these boards in my working DK cab, with new dokert wiring harness. Every boardset has a rainbow cable.
