Anyone know the fix?
Her face flickers in and out.
While Mario is walking up from the bottom, it seem the same black that is covering her face interfers with Mario's image that lines up with her face.

What range should 5v be? (lowest and highest allowed for DK)

My friends DK looks fine with his equipment, but my pcb brings on the problem.

What kind of power supply is in your friend's cabinet? I have seen non-original Nintendo power supplies cause some minor graphics distoration on Nintendo boards. The game will play, but there are usually some more graphic remnants and spots where they should not be. If is not an original Nintendo power supply, try adjusting the power supply voltage slightly on it and see if the board issues change.

I've seen some Nintendo boards get weird with too much or too little voltages and others play just fine on the non-original Nintendo power supplies.

Is this the only stage that it happens on, or does it happen on every stage?

Does it happen randomly, or always in sync with the lady's "heLP!" message?

If it happens on every stage in sync with the lady calling for help, I'd think that the EPROM controlling the graphic may need to be removed, cleaned, and reseated. If it only happens on the barrels stage, it may be due to a bad connection "pinout" on the wires between your boardset and the power supply. I had a similar problem on the pie factory level where certain pies would not display correctly. Do you have the 2-board or 4-board set?
 
His game has the original Power Supply and his and mine are 2 board sets.
I will check voltage on board, but not till Wed when I am at his DK machine. Holidays....
I am having a feeling the voltage will need to be brought up for my board.
