Donkey Kong D2716D Chip

I am but a padawan in this video restore game. I have a Donkey Kong Cocktail Machine (4 board) that is not working. It seems to be in original condition. It powers on the fan runs (after some deep cleaning), I get a startup sound but I get nothing on the monitor and the buttons don't do anything. When I power the cabinet off I get a white fadeout for a 1/2 a second on the screen and when I plug in the cabinet without the power supply plugged in I get a white screen with a white bar about a 1/4 of the way across the screen so I think the monitor may be fine. I Did some voltage checks and the power supply seems good. I pulled the boards who had a disgusting amount of direct and grime right above the fan and spent a couple hours cleaning off most of that. After close inspection I noticed that on the CPU PC Board one of the D2716D Chips has a bunch of the legs erroded off (see pictures). Googling around it seems to be a common thing with these cocktails. Assuming this is the problem I would like to replace it. Where can I get a replacement D2716D chip? And from what I have described from my problem, it is worth replacing this chip or is there another issue happening here do you guys think? Any advise would be appreciated. Thanks in advance!

There should be some more activity on the screen, even without that 2716 chip though.
It's quite likely that there will be other issues on the board and that the monitor needs a cap kit, if we're talking about a partial fold over or vertical collapse.
Have you checked the other socketed chips?
