Donkey Kong cocktail player 2 graphics issue

I have an interesting problem with a Donkey Kong board set.
It is a two board set TKG4-14 CPU and TKG4-13 Video.

When set to cocktail mode, player two's video is having problems.

I will have pictures soon, but let me try to explain.

Non-motion tiles are not vertically flipping correctly. This makes all letters/numbers appear upside down. The tiles are in the correct positions on screen, but are upside down. Left to right flipping is correct.

I've looked over the schematics, and I'm just not sure where to start looking. I'm hoping there is someone who understands what chips or what lines control this flip, and may be able to give me a good starting point. CPU board tests fine with another video board, so I have it narrowed down to the video board.

Here is what I can tell you.
Player one in cocktail mode works fine.
Both players in upright mode work fine.
Problems only affect cocktail player two.
Motion and animated sprites are not affected.
It only affects graphics of non-moving objects. (girders, ladders, text)
Game play is not affected, I can still navigate and complete the levels.
Pauline is yelling for some guy named HErb!

Any help or advice would be appreciated.
