I don't know anything about it, but it seems odd if that is true. Namco is a Japanese company and you'd think they would be more than happy to acknowledge the achievement of a player from their own country.

Wasn't this recent compared to when the game was released too? Like late 90's or something?

No, I spoke to Dwayne about the movie. The story is very interesting.
Something about another guy getting the perfect score on pacman (maybe in the Tampa area) long before Billy.

That's interesting. Was it not witnessed by TG? Or it was, but covered up to protect the legacy that is Billy Mitchell? ;-)
 
And was it done with 5 men to start? Most machines I saw BITD had 3 men to start. You could still get perfect to the kill screen, but you couldn't max the score out to what Billy had (you'd be short 180 points)
 
So Billy's record stands on 5 men? I've NEVER seen a machine in the wild set to anything but 3 men.

Makes me think his record shouldn't stand...

Given that he didn't lose a single man it's pretty academic.

EDIT: Nevermind... he had to use all the men on the last screen. But it's still the only way to achieve the "perfect" score. That's why the machine is set for 5 men. Anyone else would have to use the same setting. Technically he's also done the 3-man perfect score.

Wouldn't the perfect score be losing ZERO men? Technically speaking...

You do have a point there but Billy has that score too. To get the perfect score you have to get to the last screen losing no men then clear it with all remaining men. At least that's my take on it. I'm no expert.

The reason for 5 men vs 3 men, on the kill screen it draws one half of the screen normally, but fills the other half with garbage. Hiding amongst the garbage is 9 dots. Every time you die, the garbage gets redrawn, as do the 9 dots. So with 5 men to start, you get 180 more points vs 3 men. That's the maximum (i.e. perfect) score you can get, and requires 5 men (+1 at 10,000) to do so. If it didn't redraw the garbage with the 9 dots on every life, it wouldn't matter whether you had 1 or 100 men.
