Does "untested"= non working, missing components.

Depends on the person making the "untested" statement.

Your best bet though is always to expect the worst and that the untested statement is a lie... This makes it troublesome for the honest person.
 
A few years ago I bought a tron power supply board off an ebay seller who said it was untested. At the same time he was selling a tested and working ps board for 5 times the amount. I bought the board assuming it didn't work. The photos were carefully done so as not to show the missing components and acid damage. Out of principle, I left negative feedback stating that this was not untested but clearly defective to anyone with half a brain. The sob left negative feedback in kind saying "what part of not tested don't you understand?". My reply, "The part where you knowingly commit fraud and pretend you are not aware of it." This is why Ebay no longer allows sellers to retaliate with negative feedback. Just don't do it. Don't be a douche. Be honest. It has always worked for me.
 
Pictures, pictures, and more pictures.

On the flip side, any tested board I sell also has plenty of pictures and a warning not to go with other sellers who don't test their boards thoroughly. It makes for a good discriminator. :)

Come to think of it, I don't think I've ever sold a board I didn't first test thoroughly.

It's sellers like that, that don't want to point out the obvious and try to hide the truth. He probably thought some schmuck would buy the board .

I once saw a Pacman board listed with no Eproms, no CPU, and no ram chips on it. The listing it said "It may be missing chips so bid accordingly"

Untested is more of a psychological ploy. If you put "non working", generally the bids will be lower. "Untested" gives a buyer hope so bids will be a little higher.
