Never did one before and wanted to make sure that is what is needed before I order the parts.

Looks like a cap kit and degaussing would definitely help. I've learned real quick in my short time collecting that while I have it out doing a cap kit, might as well replace the flyback before it causes problems.
 
Degauss first... Check with the CRT tester 2nd... Recap/resolder 3rd.

Go in order from easiest to hardest (most labor intensive).
 
My neghibor came over and degaussed it for me. It helped some but still not right. Where is a good source for a rejuvenator/tester? My neighbor told me they should only cost about $10-$15 and it is something you leave on it.

Your neighbor has no idea what they're talking about. Expect to pay $100-$150 for a rejuvenator. I guess you could leave it hooked to the tube if you were batshit insane.
