The purpose of the encoder wheels is to interrupt the light between a light source and receiver pair. The 'old' one doesn't have a rim and the proposed 'new' one does. As long as that rim isn't in the light path, it's presence (or absence) shouldn't make any difference. The only way the rim could be a problem is if the led/receiver is way out at the edge of the encoder wheel, which isn't, I think, how any of them are designed.
 
the originals don't need to be clean they just need to be flat ideally. Hell they can be rusty and still do their job. If they are bent and misshapen they may not work well though.
