Actually, one game is. The Ms Pac/Galaga class of 2001 reunion cabs (there's 6 tracks, Ms Pac and Pac both slow and fast, and Galaga normal and fast shot). The reason for allowing freeplay on those is the number of home cabs sold that have no coin door and come from the factory on freeplay (since there's no way to coin them up)
