My joystick for my Donkey Kong game is starting to feel tighter and isnt moving as smooth what I am not sure about is can you use oil or WD40 to loosen it up some?

Don't use oil or WD40. Take it apart as much as you can, clean it, and then put a thin coat of white lithium grease on the internal pivot points.

Remove it from the cp and take the c clip(part 23-23) off from the end of the shaft and pull the stick out.
I would then remove the switches and spray WD-40 into the pivot ball clean it out as much as possible with pipe cleaners
or whatever you can get into it and then blow it out with compressed air.
Keep doing this till all the old grease and dirt are removed.
Then reassemble it and lube the pivot ball lightly with graphite grease.
I did this and it works great.
Here is a diagram to show how it goes back together,in case you have trouble putting it back together.
