The "crooked at the bottom" is called horizontal curl. Looks like it's just beginning. Do a complete rebuild kit on this monitor (including flyback) and do the curl modification listed in the instructions of the kit.

As for the discoloration, you need to do a manual degauss. That should fix it, unless you've had the game too close to a strong magnet (like an unshielded speaker) for too long a time...

Bumping this because I have new information, I do not know if this is good news or doesnt change anything, I tried adjusting the monitor a little and its NOT just the bottom, the whole picture is slightly slanted. Can this be adjusted out (the yoke?)? or do I still need to rebuild. The picture on the monitor other than the wash out is amazing and there isnt any burn.
 
If it's an exact slant - as in it's perfectly rectangular and just tilted a little to one side - then you can fix that by loosening and twisting your yoke slightly.

If it looks more like a parallelogram, and tweaking your horizontal frequency pot doesn't help, you should rebuild it....
 
after adjusting some of the pots that make the screen narrow and shorter it shows it to be a perfect rectangle just crooked. I did not notice before because at the top it was cut off and when I shrink it starts to show the top was indeed crooked as well. In twisting the yoke, I have been refeering to the Donkey Kong monitor help topic that came up a little while ago:

Do I follow the same precedure? My monitor looks just a tad different and I dont want to be shocked lol

EDIT: also if you look at the 3rd pic I posted, theres a bolt with an eye hole on that metal band, do I loosen that or the band itself?
