Turned out the HOT and Flyback were good all along and my mis-installation of the new HOT added more problems. Once I corrected the installation and replaced 901, the monitor fired right up. The original problem, which was a B+ of 166V, is a perfect spot on 120V, likely rectified by the cap kit (namely C501).
Now here's the even better news, I know the board that came with the cocktail is not functioning. The board that came with the upright was also assumed not functioning as that monitor was also having issues, but I was getting no audio response in test mode even after cleaning all the chips and reseating them (replaced 3 pins that fell right off, again using cap legs are replacements). I think the lack of board boot and audio is due to constant rebooting from a voltage problem on the ARII board. So, on a whim I took the otherwise minty looking board and placed it into the cocktail.
