Did I fry my Jamma Adapter?

I bought a Jamma to Playchoice 10 adapter from Mikes Arcade. I hooked up the 5 volt, 12 Volt, and ground. I was trying to use a VGA converter with it and I hooked up a power wire wrong which fried the converter. One of the capacitors smoked and got really hot on the VGA converter....so I assume that's garbage. So now, when I hook up the jamma adapter only to the PCB, the PCB gets really hot to the touch, specifically on one of the chips and I believe there are some burn marks under the chip. No smoke or anything....just super hot. What do you guys think? Does this look like damage? Thank you!
 
I can't tell if the underside of the chip in question is burned from what I did or if it's just solder work. Any ideas from you seasoned vets?

The bottom is just flux. It is possible you damaged the chip and it looks like you'll have to ask Mike for a replacement.
