Dedicated Tokyo Cop test switch / number pad issue

I recently picked up a Tokyo Cop SD Dedicated which plays great. I didn't really test every aspect before I took it home.

Got it home, and was looking for a way to adjust the volume since it was just way too loud. Opened up the coin box flipped the button to go volume down, and it gave me a credit as it was functioning as the service switch? Well the Test / Service / Volume Up and Down all credited up and was functioning as a service switch.

I later found out that the key pad button 1,4,7,* functioned as the Test switch, buttons 2,5,8,0 worked as volume up, and 3,6,9,# were volume down.

Now to my untrained eye, I didn't notice any type of wires cut or spliced into, perhaps these were just plugged in backwards somewhere?

The game works fine otherwise, but I would rather have the keypad functioning correctly along with the test/service/volume switches.

Is there anything in particular I should be looking for/at? I can still save / load the progress using the steering wheel and view button to enter numbers via the on screen keypad. I just would rather it being in full functioning condition in the end.

Any help would be appreciated.
