Heater voltage is something that comes right off the flyback on a K7000 (and most standard res monitors). It should work independently of signal.

But I'm glad you got things sorted.
After getting the distorted video on the monitor I traced the earth ground and it was cut down the line. Spliced some wire for the earth ground and grounded the monitor frame. This cleared up the video a bit and just for kicks I disconnected the video signal from the monitor and powered it up and got some nice neck glow.

I feel the video issues I have now are probably due to interference and the video wire being too long. I plan on shortening the length and using some ferrite blocks on the video wire and possibly the HDD cable to see if this clears it up a bit.

I have some video of the monitor with and without earth ground connected I'll try to post later. Maybe it will help others diagnose their issues a bit.
 
Always. B+ is an excellent indicator of problems. It's not adjustable on a K7000, but if you see it's running way high or too low, then you can start seeing what's causing that to happen. Voltage issues cause all kinds of problems. At least eliminate it as a cause.

Monitor works fine though...
 
So far you've posted about not having heater voltage (which mysteriously returned) and you're having picture issues.
These are issues I encountered placing the monitor in the cab. Montitor works great on the bench.

I've since fixed the issues completely though. cold solder joint on ground pin header on the chassis. :D

So the problem was pretty much hacked wiring, a cut earth ground wire to the chassis and a cold solder joint on the chassis video ground header pin.
