Dead Tempest mainboard help please...

-PCB won't go into test mode which includes with the slam switch.
-Checking board in a cabinet that works with my other Tempest board.
-All voltages measure fine through out the board.
-Disabled watch dog, still nothing.
-Swapped out all socketed ROM chips with working set including the CPU.
-Shot gunned E2 LS244 and F4 LS10 thinking they were the culprit still nothing.
-Double and triple checked for bad sockets and traces.
-Also the AUX board is not connected, just trying to get something on the screen in test mode.

Board is super clean and edge connector surfaces are good. Anybody have any other suggestions?

1. Check the clock
2. Probe the Datalines, and address lines with a logic probe looking for dead or stuck bits.
3. Run signature analysis

Found a dead line between F4 to C3. Now I did use an LS10 to replace F4 from another game board. Should I always use new parts?
