DE Batman power supply fuse question

my Data East power supply is eating fuses and Im trying to figure out what that circuit is. I have to admit my schematic reading skills arent up to the task.The fuse is F7. from what I can make out power comes in through wire 7 on the #1 plug on the board, black wire with a red stripe, goes thru the fuse then to ground. all the wiring diagram says is "for 100vac blk-red gnd"

what circuit is this? I see several black/red wires on this thing, anyone know exactly what this does?

fuse F 7 is a 0.5 slow blow fuse used to regulate the power going to the score displays.Is this correct?
 
yep, .5 amp slow blow, Ill see if I can track it thru the display end. Tried tracking the blk/red wire to see where it went, but impossible to do without undoing the harness. Damn blk/red combo is used in a half dozen different lines, and didnt have any luck buzzing the line.
FWIW, the display was not in the machine when the ps was hooked up and arced the fuse
 
The black/red wire is coming directly from the main power transformer. It is the return path for the 90 vac coming into the powersupply. It is a white wire at pin 9 of the same connector ( CN1 ) that the bk/red wire is on ( pin 7 ). The regulater circuit begining with diodes D5 and D7, and ending at -90vdc and -100vdc at pins 2 & 3 of CN5 on the same board ( power supply ) I'd guess your problem is in that circuit.
