Danny sullivan's Indy Heat Arcade problem

So about 7 years ago when I lived with my parents, I bought a Danny Sullivan's Indy Heat arcade. My friends and I played it every night for like 2 years straight. Well, I moved out of my parents house, and it has been sitting ever since. Well, ive come back to get it, but I thought I would turn it on first and try it out. Well, the picture is all screwy now. Check out the images I have attached. It seems to get better the longer I have it on, but it never fully clears up. (Seems like the right sided will clear, but the left side only clears up a little) I have never fixed an arcade before, and im just looking for some tips of what this might be. The sounds plays fine, it just the picture. Thanks a ton in advance for any help.

Try cleaning and reseating the ROMS. Also, make sure to check and clean all of the connections. If that doesn't work, come back and post some pics with more questions. Be careful with the chip removal, you don't want to break any legs off.
 
I'd first measure the +5V coming out of the power supply, and adjust it to ~5.1V at the chips... are you familiar with using a multimeter?
