I need to make some joystick adapter plates for my DKjr cocktail, so I've marked them out on some steel plate from an old monitor frame.

The problem I'm having is with cutting them out. The stuff is so strong it seems to take forever to make any kind of impact with a hacksaw (and it's noisy as hell).

I have some metal shears, but they're not good enough to make any kind of cut.

What's the best cheap way to cut out my adapters?

i use a jig saw with the metal cutting blades but they dont last very long. i was cutting stainless so you might get more than the 2 inches per blade i was getting.

sheet metal shear. Best to find a shop that has one, and get them to do it for you. Not a cheap piece of equipment.

Having had to hack up monitor frames in the past, I know exactly what you're going through. That metal is quite tough. I used a hacksaw, and made sure to clamp the piece down real tight in something so it can't wobble. It takes a long time, it's hard to get a straight cut, it's noisy as hell, but you can get through it. In my case, neatness really didn't count, since I was just trying to make a monitor frame "shorter" - mounting a horizontal mount monitor vertically in a cabinet that was intended for a vertical shelf mount monitor.

I would imagine that a grinder, used somewhat like an oversized Dremel tool would work much better. I didn't have one of those though. And using the Dremel would have gone through more cutoff discs than anything...
