Crusin USA PCB Issue. Won't power up

Hey folks. I have a Crusin USA PC B here and I only get the first LED light to power up. No signal to the monitor at all and 1 out of ten times I'll get the first BEEP tone but never the 2nd. I have tried reseating all the socketed ROMS and ICS and cleaned them all as there was visible corrosion. There's visible green corrosion on the legs of the DSP as well. Voltage is fine, monitor works good on a signal generator. Is there anything I should start checking before I swap it out entirely with a known good one? I have another PCB in a Crusin world that I can pull to swap the ROMS. Seems like a waste to use a good Crusin World board but I have 3 Crusin worlds and 2 matching Crusin USAs so I figured it would be better to have 2 matching sets, one USA and one WORLD vs having only 1 set of WORLD and a stand alone USA and stand alone WORLD. I guess I can swap the roms to make sure they're good first and then see if I can order a replacement PCB.
 
You have already found corrosion on the legs of the DSP. You have to resolve that - if it's bridging the connection (which it can), it can connect voltage to the signal lines or cross signal lines, and then it won't work. It also works to break connections.

My first suggestion would be to check the power supply and make sure it is solid.

Then switch out for your other USA board, or a World board and see if it works with that. If it does, you'll need to either find a repair service, or get a rework station and start correcting all the corrosion on the board.

I don't envy you the task.
 
Is this in a cab or on a test bench? My CUSA randomly died a few weeks back. Marquee and monitor powered on, but nothing from the game board. Turned out it was the switching power supply — 12v and 5v busses were just dead. Replaced the power supply and all was fine.
