crusin usa force feed back

I just picked up a vandalized crusin usa and one of the parts the stole was part# A-19807 wheel limit resistor assembly page 2-15 on the manual. It looks pretty easy to build, it uses two resistors a 1w and a 10w I assume from the picture it is the white large rectangle type of resistor but what I don't know is where each one goes, can anyone tell me how to make one of these?
 
Looks like a typo...resistors could be 1 ohm, 1k, 1meg, etc. From the looks of it, it's two resistors, but not sure if each end has a two pin plug or if it's a single pin and the resistors are in parallel.

I'm confused and I can't find it on the schematics, I'm new to force feed back but I assume that this missing is what is causing my wheel motor to go to constant on, but know one seems to know about this part on a very common game? Might not be the problem but seems probable to me. anyone else know anything?

maybe suppose to be 1ohm 10 watt? but not sure what to do. I really don't care about the game if I mess it up its in a ruined cabinet that I don't have room for but once again I want to learn. Eventually I'm sure I will be selling the pcb unless I ruin it trying to fix the force feed back. the game plays and test perfect except if I plug the steering motor in it turns on and never turns off I check the components I know how to check on the steering board and they look good. Studying the manual this is the only thing I can come up with.
