Picked up a Pocket Fighter B board and upon test run, found the background has veretical lines that don't cover sprites, so it's not a monitor issue. What could be my issue here?

if you're lucky, it'll be a rom reseat (which of course entails using a security torx set to open the case)

if you're not lucky, then it's probably some surface mounted or custom component crapping out. do you have another CPS2 A board to swap the rom board over to?

I had this problem before. One of the mask roms have failed in the B board and needs replacing. Just remove them one by one and check them with a eprom programmer you will find one will fail as it should flag a pin error when trying to read it

Are those lines throughout the whole background

I would clean the pins on the A boards and make sure you have a tight connection. Sometime b boards can be picky if the pins are not clean.

Actually I think the issue resolved itself. Right after I posted this, I went ahead and swapped the suicide battery and later tested the board once more but with a worse display. I felt dread, but tried it on my other A board and it showed a clear picture without error. I tested the other A board again with another game and had no problems either. I may just chalk it up as a bad seating between a+b boards, even though I had them clipped.

Yup. The CPS2 A/B Board connection is crucial and those types of graphical issues are classic examples of a "not fully seated A/B combo". Glad you got it fixed.
