CPS1 Final Fight video/sound issue

I've recently acquired a Capcom CPS1 Final Fight cabinet, and of course it doesn't work. There is no sound, and the picture is garbled at best. Occasionally it does sync up but it has no color then promptly goes back to being crazy. All the inputs work as I sat and watched scrambled game enough to see the character move and attack. I did remove the monitor and converted it to NTSC output on my TV, so maybe it is a grounding issue, but I don't think it is. The convector does work as i have an outrun that it was being used for.

I've tested the PSU, +5.05, -4,95, and +10.20 without being plugged in and +12.15 when under load. I'm assuming that those are within tolerance, although the +10 made me question it.

No traces have been burned, and i did not notice any burned resistors.

I've reseated all the EPROM's although none of them had any noticeable corrosion. Checked the sound pot to make sure it wasn't comletely off.

Now short of those things I'm at a loss for what to check next. I understand a common problem with these boards is the GPU, Sound Chip, or Processor crapping out and the best way to fix the board is just to purchase a "new" A board and swap it out. I just wanted to see if there was anything else that I could look at before i went that route as I'd like to be able to troubleshoot these a bit better, or at least pretend I can.

Here are two pictures. The first is a picture of the character select screen i believe, and the second is the actual gameplay, not that you can tell much about it.

Ok, then ID the monitor and cap the chassis. This will give you a good starting point.

Or, there may be a board member near you who is willing to let you plug the board into one of his cabs. Posting your location can help...
 
This is the only cabinet/board I currently have, at least in JAMMA.

Sorry, maybe it was a bit confusing. The monitor it came with is not being utilized. I took all of the components out of the cabinet and put it on my test bench *dining room table*. I snipped the R,G,B, Sync, and Ground cable output from the board and am running it through my converter to a TV. I did this so I could eliminate a faulty monitor as a problem. Maybe not a good choice?

Does your converter have adjustment pots on it? If the board occasionally gives you a good picture I doubt that the board is at fault. The converter could need adjustments or you may have connected something incorrectly or the signal may not be strong enough for your converter to sync with.

I certainly haven't seen every board problem but I have never seen a board output a signal that occasionally syncs...
 
Just checked the converter. It has a R G B pots, so i messed around with them just on the off chance they would do something. Nothing.

I'm not exactly sure what the input voltage needed for the card is so maybe it'd be best to pull the monitor from the cabinet and hook it up and see what happens. I'll post some pics tomorrow hopefully which may shed a little bit of light.

By occasionally Sync i mean, i saw a character once lol.

Even if the converter is not working correctly, I should still have sound I would think.

Hell with my luck it's probably a corroded pin i missed or something stupid.
 
Yeah, the dips are set to have attract mode on. All i get is a an electrical hum out of the speakers. When the game is being "played" there is no sound either so the dip switches i believe are in the correct positions. I'll check the molex connectors again just to see maybe I missed something.

I did put it in test mode, and you can see that it is reading or doing something it is just to blurry/garbled to understand what it is doing. Same as when you play the game, the startup screen you can tell there is writing, just can't make it out.
