I think he's talking about converting the PCB by EPROM swapping; not converting a cabinet by PCB swapping...

Forgive my ignorance. But what makes an EPROM "hard to burn"?
If your programmer doesn't support it or if the EPROM has a smaller window on it than the chip die. That makes it hard to erase which makes it hard to burn. The Hitachi 27C4096 EPROMs that Capcom loved to use are a bitch for that reason.
As for converting CPS1 games you have multiple issues to deal with.
- A LOT of EPROMs to program. This is $$$
- PALs may need to be replaced. Some code may be hard to find and PALs can be pricey.
- C board numbers range from 01-21. If the C board is the wrong type then you can't use it to convert the game.
