This A board had a handful of issues which I've fixed except for the graphics issues. Below is what I know. Hoping someone else is interested in getting this one across the finish line. I have enough working A boards, and wanting to invest my time on other projects. Looking for $45 shipped within CONUS. Paypal friends and family or cover the 4%.
-Sound wasn't working - reseated all socketed chips and it is now working perfectly (mono and q-sound tested)
-Repaired broken pin on one of the inter-board connectors. I have swapped a board on and off 4 times to test, the repair is solid.
-Drilled out the "C" pin that holds the board together - preserved the "C" side and scotch taped it in the hole. Who cares, right? But, the "cool" part of the pin with the stamped Capcom C has been preserved.
-Found some corrosion in the area of the jumper shown below. Everything checked out in the area. Where I created a jumper, it appears there should be continuity between those two points, however, when creating the jumper it booted to a blue screen. So that was removed. I cleaned the entire area, as well. I'm speculating that the source of the graphics issues is in this area.
-Everything else with the board is seemingly working fine, except for the graphics issues which are isolated to the player 1 character or characters and attract mode.
-Mounting feet and inter-board clips will be included
If any additional pictures of anything, or video of the board in operation is desired, let me know.

Ken's mouth, from one frame to the next shows the issue:

And, some blocks of mis-coloration on Rogue's face and Cammy's body:
