CP Advice : Drilling Holes , New Overlay

I just finished filling the holes and using bondo to fix my joust wood control panel .

I need some advice on steps for drilling new holes and adding the new overlay . I was reading that its better to drill the holes first , than put on the overlay .

I was thinking , cut out the holes on the new CP overlay with a razor blade , then lay the overlay on the wood control panel and use that to trace where the holes will be . Then cut them out with forstner 1 1/8" bit .

Any tips or videos of cutting holes in control panels and applying new CP overlays ?
 
It's a 2 step hole though.. big hole and small hole, right?

Oops let me clarify ,

I'm installing a Teamplay Joust/Robotron kit into a Joust cab that was sanded down , painted black and converted to Golden Axe .

So I took the CP that had a ton of holes and filled/bondo . Now I have to install two 8 Way sticks and buttons .

You probably just need to draw a little dot on the CP for the center of each hole. The process I'd use is:

1) Cut the very center of each button hole on the CPO, use a sharpie to mark where to drill the hole on the CP.
2) Drill the holes.
3) Get 1-2 people to help with this part. Shine a light underneath the CP (I used some LEDs but anything that will shine all the way through the CPO). Pull off the backing of the CPO, and use the light underneath to line up the holes on the CP with the CPO. Get it lined up perfect, then start applying it starting from the center moving outwards to each edge. Use a small squeegee to pull out the bubbles as you apply it.
4) Then cut the holes out of the CPO.

The reason to cut the holes out of the CPO after is in case the holes on the CP end up slightly off from how you cut them on the CPO. Hope this helps.
