could this be a bad monitor? wells gardner 25k5515

hi, this is a WG 25k5515 that is inside my 720 machine.
when i turn it on it does not show a picture at all, but pops white when i turn it off.
when i opened up the back and turned up the "screen" knob it got bright and here is how it looks.
can someone tell me if they think this still might be the reason my game is not starting up?
with the monitor disconected or connected i still get NO sounds at all, and before i start tearing up a monitor that was last working when the machine did, i would love to hear what some experts think based on this picture..
are there any easy tests i can do on this kind of monitor to see if its working or shorted out?

Well, if the brightness turns up , then it appears that your monitor is working. Can you hear the game play blind? Are you sure the board is running?
 
no i cant hear the game make any sounds, so i think its something else... but i have been pulling every wire, checking every connection in the harness, resetting all the molex, checked all fuses, etc, and still nothing with a few boardsets and all the power coming in looks correct, so i wasnt sure if for some reason a short in a monitor could cause the whole game to go bad...

While I think it's possible that some type of short may be able to travel back along the video cable and damage some part of the video output of your board, it's highly unlikely, and wouldn't mess up sound or whatever.

Start looking at the power supply, checking to see exactly what the voltages are compared to what they should be...
