Just noticed in the pictures of the switcher PSU the +5V is using brown wire.
Could one of those +5V brown wires be connected to the jump buttons (also brown) by accident?

This issue was resolved. Amongst several grounding issues and missing wiring, the issue was the prior owner swapped wire colors at the control panel and wired 2 ground wires to the jump button instead of the actual jump button. They put the pin in the connector for ground and not the pin for jumping. It was a simple solution that took a long time to figure out.
