This feels like a silly question, but what _are_ those FBxx things? No markings on them. I would have assumed capacitors, but they are all inline already with capacitors.

ferrite beads. they have different Mhz, sizes, etc.
 
They act as filter to suppress or mitigate interference at a certain frequency, you can find them as 3 or 2 pins part.The ones in your picture are mostly used on Capcom boards (If I'm not wrong yours is a Pang/Super Pang or other pre-CPS1 PCB)

I just got a broken one and it has physical damage, the oscillator output goes to a FB which has been smashed off the board, so no clock for CPU or graphics. One of those clean breaks where it just looks like an unpopulated pad until you trace it.

Yes, it happens also on CPS1 boards where these ferrite beads are massively used.Also on these boards timing signals pass through them.
