C2482 at Q9 I believe it is.. R103.
you say the filter cap is good but did you test B+? the resistor hanging on the heatsink wall is R301, test for B+ at the blue wire tab and use the monitor frame for ground reference. set meter to 200V DC range. report back with what you find. 0V means you have no power getting to the regulator, 150~V means it's in shutdown.
you could have a bad connection to R101, the skinny trace side connected to IC2 is usually the pad that burns up and breaks the connection. measure resistance at R101 in circuit. if it gets stuck around 4k ohm there's another fault amiss, but if it gets over 5k ohm that won't be the problem.
also verify your fuse clips aren't broken. measure from the black wire of the power plug side to the other end of the fuse in circuit. which should be the degauss circuit.
