Coin Pusher Ticket dispenser control board issue, 8 Sided Elvis Coin pusher

I am looking over a ticket control board for someone, model FL0598 Rev0 as the game will not pay out tickets. I found the voltage regulator was bad on it (7805) but there seems to be a short on the board whenever U1 is in its socket. U1 has the code for operation. There are no identifiers on the IC so I cannot look up its data sheet to see if the 3 legs that seem to be internally shorted together are correct or damage.
Does anyone know what the IC is by chance on this board? Are there available schematics/bill of materials for this board? I cannot find it online.
Any clue if found bad where I could get a new one?

Did you peel the label off of U1 to see if
it has an ID ? The later Cromptons pushers used
PIC microcontrollers on the sub-boards and the ones
I came across didn't have the fuses blown so I could
read them and make duplicates.
